Details:

The coded rule for teleport is only between 2 empty owned villages  (was also
like that in 1.2)
So "friendly villages" and "the destination village must be unoccupied" are
inaccurate. 

data/core/macros/abilities.cfg : 366
description= _ "Teleport:
This unit may teleport between any two friendly villages using one of its
moves."

data/core/macros/special-notes.cfg :37
#define SPECIAL_NOTES_TELEPORT
    _" This unit can teleport between any two villages instantly, though the
player must control both, and the destination village must be
unoccupied."#enddef

No idea if we can fix the strings before 1.4
The problem with this rare ability is that it's hard to test it (without
using debug mode), so if you don't understand the rule, it may seems random
or buggy when you encounter special cases.
