Something major has obviously changed, because the problem does not exist in
v 1.2.8 stable.

OK, that's a bit rich. Other programs have no problem running in limited
accounts, up to and including security software, which require much deeper
hooks into the O.S. than any game should need.
It's fairly clear that multi-user / multi-account compatibility was not a
design consideration, if it was save games would be in:
C:\Documents and Settings\Kurt\Application Data\Wesnoth 1.3.18\saves
rather than:
C:\Program Files (x86)\Wesnoth 1.3.18\userdata\saves
