Follow-up Comment #2:
Address bug #11241
Remove Dacyn and Owaec from recall list in scenario 18a. My assumption is
that general campaign rule - Owaec and Dacyn musn't die - should be upheld,
and since I don't want to alter objectives of the scenario either that's the
only solution.
