Details:

This can be tested in the scenario Searching for the Runecrafter in Scepter
of Fire. Find out where the house is, load a previous save, toggle delay
shroud updates on, and move close enough to the house that it's within your
vision range, and toggle delay shroud updates off. The sighted event for the
galleon on the house does not trigger at this point even when it's the first
time the galleon pops into your view, but it definitely should. So, the
correct behaviour would be to fire sighted events also when the units become
visible due to the view updating after delay shroud updates is toggled off.

I'm marking this as blocker and high priority since this probably breaks
quite a lot of dialogue and other happenings which rely on sighted events in
campaigns.
