Details:

In ages past (see #5472 ), I complained that level 0 units should be able to
have a ZoC, even if all mainline level 0 units would not have a ZoC (because
I wanted to have a level 0 unit with a ZoC in the Imperial Era). This was
implemented, as the attribute zoc=yes|no (yes by default except when the unit
was level 0, then no by default, as the wiki
<http://www.wesnoth.org/wiki/UnitWML> says), and all was right in the world.

At some point in the last two years, however (and I'm not sure when because
this is not the kind of bug I am likely to notice - I play sloppily and don't
pay attention to ZoCs), zoc=yes stopped working for level 0 units (I suspect
zoc=yes|no is completely meaningless WML at this point, actually). Which
means my Lavinian Auxiliaries have no ZoCs, and all is not right in the
world.

It would be nice if zoc=yes could be (re)implemented.
