And now it would also be nice to know what exactly is freezing there. Could
you please run with --log-info=all (no idea how to do so on windows) and post
the resulting stdout.txt (should get rather big in no time...) so that it gets
possible to guess where it comes to a halt.
Either it is something in the game engine screwing up, or some permission
problem. The scenario WML has nothing special for that turn, so I'd guess
that it was unlikely that something there is causing it to freeze the game.
