Follow-up Comment #1, bug #12913 (project wesnoth):
"permission denied" sounds like a problem with access rights. In order to see
where the problem really comes from you should check your rights to access the
file parse.py
Some more things you could try / provide:
Did you install wesnoth with admin rights?
Does the bug persist if you have admin rights?
Are you using Windows XP Professional or Home?
