Details:

Currently, if the movement_costs of a unit are set below one for a terrain,
that terrain becomes impassable. I believe a better behavior would be for
that terrain to behave as if it were a cost of one.

This came up when I created an object that reduces the movement costs for a
terrain and then the unit carrying that object leveled reducing their base
cost low enough to make the object's modification reduce it below one.
Another way I could see this coming up is if you wanted to create
seven-league boots that would reduce all movement costs by one. Any movement
costs already at one would go down to zero and the boots would have quite the
opposite of their intended effect.
