Follow-up Comment #1, bug #13166 (project wesnoth):

I think that this same behavior is very noticeable in 'survival' type
scenarios, where you can watch the AI spawn and then sit there, rather than
attacking.  It only seems to attack if the player moves into range and/or
attacks.  Otherwise it just shuffles around.

Attached is a save of an example of this in 1.5.13.

Watch the replay and cringe at how broken the AI looks.  :(
