This behaviour is caused by the scenario AI settings, namely the "caution=20"
for the defender AI. To give you an impression: If the group attacks or not is
controlled by the strength of the group in relation to the caution. If the
strength exceeds the caution+0.5, the group will attack.
For the savegame on turn 37, the groups strength is rated with 6.36 (that is
done by an ingame AI algorithm). If you manually correct the AI caution from
20 to 5 in the savegame, you will find that the group starts attacking.
