Details:
As far as I can tell, viewing the scenario objectives displays the objectives
of the player having his or her turn instead of the player who calls up the
objectives.
In multiplayer mode this doesn't usually matter because objectives are the
same. But in campaign mode this ends up returning a "No objectives available"
if the player wishes to view them while the opponent is having a turn.
Maybe this is the way it's supposed to work. But that would be pretty weird
in my opinion... :P
