Follow-up Comment #3, bug #13275 (project wesnoth):

I am not positive what initially causes the problem, but it seems to be
changing some sound/music settings.  Perhaps some combination of turning them
off and leaving/restarting Wesnoth - so far I can't reproduce it reliably. 
However, once produced, it seems that turning on special effects sounds and
turn bell sounds will fix the problem, for as long as special effects sounds
remain on.  Turning them off will also render the turn bell mute, even if the
turn bell is on.  AFAICT those two are the only relevant settings.
