Follow-up Comment #4, bug #13275 (project wesnoth):

I've reproduced and fixed the bug. The issue is that the turn bell was
dependant on the sfx being enabled. If the sfx was not enabled, the turn bell
would not work regardless of the turn bell setting. I've uploaded a patch that
fixes this behaviour.
