Follow-up Comment #1:
Are you running it from shortcut in start menu or you directly run
wesnoth.exe from install dir? Installer setting works by adding a
command-line arg to start menu shortcut so running it directly is supposed to
place userdata in the install dir no matter what setting in the installer is.
The shortcut works fine for me: places userdata in My Documents\My
Games\Wesnoth1.6. If it doesn't for you, please attach stderr.txt created by
wesnoth.exe
