Follow-up Comment #3, bug #13506 (project wesnoth): I am not aware of a method using [filter_wml] [attack] to filter on damage. And I doesn't find the 1.6 c++ code handling that. But I am WML noob :-( and you probably know better this than me. If you remember how do it in 1.6, I would be happy to see it (and then find the c++ code handling it and compare or re-use it)
Anyway, the damage key that I added is for [effect] apply_to=attack damage=0 ...
