Follow-up Comment #2, bug #15002 (project wesnoth):
I have performed troubleshooting per Nils direction and have determined the
root cause of this issue to be a missing custom Theme.
*Detail*
I had created a custom theme named tablet.cfg to streamline playing BfW
without a keyboard. However, the file was placed into the Program Files\BfW
1.7.x\data\themes folder. When a new version was installed, this theme was
not copied to the new Program Files directory. The symptom was rectified by
moving the custom tablet.cfg theme to the shared settings folder under
C:\Users\Forgen\Documents\My Games\Wesnoth 1.7\data\themes. The in game
graphics are then displayed properly.
*Root bug*
BfW does not fall back when a saved preference theme is not found, nor does
it generate any *helpful* error messages. When a theme is not found, the
default stderr.txt contains the following error:
_20091230 22:39:11 error display: Theme contains no label called
'time-icon'.

* Recommended improvement*
Add one or both of the following:
0 An error message from the theme loader indicating that the saved preferred
theme was not found / could not be loaded.
0 An auto-fall-back if a saved preferred theme was not found to a default
theme.
* Current workarounds *
The current workarounds for anyone running into this problem are as I see
it:
0 Make the missing theme configuration file present by copying to any wesnoth
data/themes folder
0 Edit the saved preferences to point the preferred theme back to an existing
theme configuration (i.e. default.cfg).
