This patch adds a WML tag [chat]
It allows WML authors to send messages to the chat. By default it sends to
all, but a comma separated list of sides can be specified.
It has following attributes:
speaker: name of the sender of the message
message: message to be displayed
side_for: a comma separated list of sides to show the message to
If no speaker is specified then it defaults to "WML".
