Follow-up Comment #1:
I believe that it results of the GUI2 titlescreen, because starting test
scenario (thus skipping titlescreen) prevent the bug. Btw using + in :command
also has it.
It seems that commenting out
game.cpp:2291: const hotkey::basic_handler key_handler(&game.disp());
fix it, but I don't know what it breaks.
It's also very possible that it's just an old bug more visible now. IIRC we
had similar problem in the old lobby at some point. The part controlling what
hotkey is allowed when is not very clear.
