Follow-up Comment #2:
the patch is ok, ready for commit - the only change would be making this
modify_ai after 'ai::manager::add_observer(this);'
However, as this is already possible to do via
[era][event]name=prestart[modify_ai] , I've asked zookeeper to confirm that
making an extra way to do it is ok.
