Follow-up Comment #2, bug #17038 (project wesnoth):

I played dozens of games in Wesnoth 1.9.x and never got the AI to recruit
Fencers in SotBE-1.
In Wesnoth 1.8.5 the AI recruits Fencers every now and then: So it is a
regression.

IMHO if there is no threat of skirmishing units the scenario is easier.

I think neither the map nor the scenario code nor the Fencer has changed in
this regard.

Is it a shortcoming of the new/changed AI to prefer Spearman over Fencer for
the fighter role?
Does this happen only in this scenario aka Orc vs. Human or on this kind of
map?
Or is the Fencer to costly compared to the Spearman (balancing issue)?
If it is intended or regarded OK that there are no more Fencers in play
should he be removed from the scenario code?
