Details:

You can set any value for submerge (I've tested 0.1 to 1 everything on 0.1
increments), and it works.

However, `submerge=0' is ignored. This is bad if you want to override the
"automatic" submerge of water tiles.

(I have used 0.01 now for an optical workaround, but it's not a real solution
to the problem).
