Follow-up Comment #2:
Try to use a different program for extracting the tarball. Your permissions
were already f**cked up after extracting. Try to use this instead:
tar xf wesnoth-1.9.6.tar.bz2
"make install" just copied the stuff over using the existing permissions,
which were 600 instead of 644, probably due to 7z working "differently" than
it should. You might need to use some special parameter for 7z to preserve
permissions on the files. Since I know that it works using tar (and tar should
be installed on basically every distribution), please use this.
