Follow-up Comment #3, bug #18364 (project wesnoth):

The choice of defense and movement values was deliberate; see this post and
the following ones:

Also, changing the defense to also use flat would remove its current ability
to be used as a high speed/low defense option when combined with sand/cave or
high speed/high defense with hills.

It might be worth setting defense on unwalkable/impassible terrain to 10-20%
for cases like this, though.
