Espreon, thanks for the testcase.  

The problem was that the local time of day code reloads the tiles affected by
local tod, which happens after the fade to black color_adjust.  I moved the
color_adjust into display.cpp so that it is combined with the local tod
adjustment.

If someone can test this code, so that I know it works on at least 2 systems,
I'll push it.
