Follow-up Comment #1, bug #18502 (project wesnoth):
Afaik whether/what you pass with primary_attack and secondary_attack must
match what that animation which you want to trigger has as its filters
(filter_attack and filter_second_attack) in the unit's definition. For the
units you have there you need to pass secondary_attack only for triggering the
Dwarvish Fighter's "hammer" defend animation (what you don't do) since it's
the only unit that has an alternative weapon choice in one category...
In any case, that tag has always been confusing. secondary_attack wasn't
documented until I wrote that sentence you quoted, and the tag was incorrectly
used in almost all occurances in mainline until silene fixed it after my
report.
