Follow-up Comment #2:

Indeed it is. Blurring in GUI2 dialogs in general is broken when controls
that could trigger repainting (i.e. scrollbars, command buttons) are present.
This is why neither the titlescreen nor in-game character dialogues currently
use blurring.

It might be possible to work around this issue in this particular case by
applying some line-wrapping. I'll play around with that later.
