I believe this is a fix to bug #19563, an issue also discussed in the forums:

The problem: when selecting "point of view: full map" while watching a replay,
fog and shroud are removed, but the units they were hiding are still not
rendered. Looks like a flag was set incorrectly as part of revision #52416.
