Follow-up Comment #2:

At least with current 1.10.2+svn code which includes new validation code I
backported from trunk, the scenario you describe, namely
"Have first unit use up all of its moves then plan a move anywhere. 
Have second unit plan a move to the location of the first unit."
is impossible to reproduce.

So not sure about 1.10.2, but it's definitely fixed for 1.10.3
