Follow-up Comment #1, bug #19734 (project wesnoth):
Intended behavior: the first unit completing its move is required before other
orders can be issued.
Are you saying that there were times when the second unit's movement order was
*accepted* before the first unit finished moving? That would be the bug, not
the times when the second order was ignored.
