Follow-up Comment #2, bug #19734 (project wesnoth):

Fair enough, the behavior you describe was evident once I tried issuing orders
as quickly as possible. So apparently the time it takes me to consider and
choose a movement is *usually* long enough for the prior move to complete. 

However I think it would be nice if the interface would not accept and
disregard orders while waiting for the movement to complete. Perhaps it could
remain on the "footprints" display and disregard valid movement clicks until
done moving the prior unit? (Currently, a valid movement click exits the
"footprints" display just like an accepted order, giving no feedback to the
user that the order was disregarded.)
