Details:
When starting on Windows, game adds the default USA layout to my keyboard. But
I use custom typographical layout instead of this. So after launching Wesnoth
I have 1 Russian layout and 2 English, which have issues with switching (must
press hotkeys 2 times to select Russian). Change this behavior please: players
can control their layouts themself :)
