Thanks for spotting the missed closing tag; but I doubt it has to do with the
bug.
Could you reproduce under any setup ? After some more testing it seems to me
that I can reproduce if and only if I connect to the official trunk server, as
opposed to a local wesnothd, when it seems to always work. This is true for
win xp on another computer as well. Perhaps your modification-related features
updated wesnothd in some way, and these required features aren't yet compiled
into the trunk server ?
