Follow-up Comment #1, bug #22231 (project wesnoth):

To clarify the report:

After planning a partial move for a unit, the move is ostensibly planned with
an arrow, an image of the unit at the new location, and a ghost unit behind
it. However, attempting to select the moved unit yields nothing, although its
range of possible movement (with fewer moves now) is represented with the
greyed hexes in the gui. Instead the *ghost* unit can be selected, but this
results in an arrow being drawn from the new location back to the original
location. No other further moves are elligible for planning.

Note that executing the actions seems to work properly.

The different versions vary somewhat in what happens after mousing over other
units to select. In some cases those are forced to move to the ghost, if
planning mode is enabled. In other cases they aren't but the ghost still isn't
a valid place to move to. The pathfinding calculation seems to report some
bizarre things as well, like the only valid places to move being the current
and planned move for the unit, and other hexes greyed out, even if these are
not adjacent locations.
