Follow-up Comment #3, bug #22983 (project wesnoth):
I just tried to run Wesnoth
"path_to_my_wesnothwesnoth.exe --config-dir e:/máslo/wesnoth/Wesnoth1.12/"
and it worked.
In order to reproduce, use a Windows user name with non-ASCII characters (e.g.
máslo).
And during the Wesnoth install choose "store user data in My DocumentsMy
GamesWesnoth1.12"

I wonder about one thing:
during a fresh install of BfW 1.12.0 no "c:Documents and
SettingsmásloDokumentyMy GamesWesnoth1.12" directory has been created.
