I fixed this, essentially by reverting the earlier bad commit. I have added 3
unit tests to prevent this from repeating in the future.

Jan 01 anon, I think we still have to support setting it in mp scenarios. Are
you are suggesting an implementation change like moving it from
play_controller to play_campaign.cpp or something?
