I think its important that each individual part of the add-on can have a
different version number.

From my development experience, a new version of [scenario] often maintains
the same version of [era] and [modification] and (dependending how developer
organizes add on) a change of version can have very different meaning for each
tag.

Taking my add on as example: a change of version in [scenario] only matters
for saved games, and has no effect in new games as only host need add on
installed. A cange of version in [modification] totally breaks compatibility,
because I on propose concentrated there compatibility sensible stuff. A change
of version in [era] often has absolutely no compatibility breaking effect, as
is built with default stuff, but some times has similar effect to changes in
scenario and can break saved games.

However, other developers could have different organizations, and a change of
version in [era] become a total compatibility breaking, while a change in
[scenario] be almost harmless.

Using an unique version number for all the stuff inside addon, would force
users to unneccesary warnings and taking care of beign updated, imo.
