Follow-up Comment #6, bug #23458 (project wesnoth):

Testing on latest master (83eb7d37a4c4 as of this comment), the issue seems to
have changed. With the DiD test case below ([place_shroud] at the end of the
start event, and shroud=yes for side 1), all terrain is correctly covered as
expected. However, adding shroud=yes to side 2 causes the bugged behavior to
resurface - shroud is NOT placed over hexes visible by side 2. This persists
even with share_maps=no.

Basically, this bug seems to have become a simple case of share_maps not being
respected when shrouding the map.
