Follow-up Comment #7, bug #23625 (project wesnoth):
Adding ctrl=yes to the [default_hotkey] specification works around this issue,
which is why I couldn't reproduce it with AtS before. No, I don't know what's
the cause of this special behavior but it's clearly a bug.
It may or may not be related to the commit linked in comment #3 above, but I
don't really want to delve into the hotkey mess right now so the fix will have
to wait for 1.12.4.
