* Improve hot-key handling for SDL 1.2 builds
This is an extension of #450 and a correction of #470.
(Confirmed by compiling latest 1.12 branch with only the above commit
reverted)
This occurs on Windows whenever a user sets a different keyboard layout on
Windows under Control Panel -> Region and Language -> Keyboards and Languages
Tab -> Change Keyboard
Can be reproduced by adding United States-Dvorak and setting windows to use
that keyboard layout and then running Wesnoth.
