Follow-up Comment #1:
It is intentional that the game doesn't end in the case described below.
The game only ends if one of the following consitions is met
1) All remaining living sides are allied.
2) The end is explicitly requested via [endlevel].
None of the above is the case in your scneario (there are still 2 ai sides
left which are not allied).
If you want the scenario to end when a specific unit dies (like the side 1
leader) you have to write an unit dies event in wml which isssues an
[endlevel].
