While looking at this, I found a bug with the ExpAI not recruiting under fog.
This is fixed in commit 3d0c29b7fc3
<https://github.com/wesnoth/wesnoth/commit/3d0c29b7fc3>. However, apparently
that does not fix either of the issues found by the OP.
Other than that, I cannot reproduce the problems reported.
