Follow-up Comment #3, bug #25112 (project wesnoth): Ok I think I might have had some faction settings messed up.
There are still leaks which might be caused by different parts of the game (ui/ai or whatever), I'll try to make new tickets about more isolated issues in the future (like https://gna.org/bugs/index.php?25203 ).
