While I think these are very good and interesting changes, I don't think we
should eliminate the old slow ability entirely. Perhaps just rename it
"entangle" or something. The old slow ability had several nice features, such
as the fact that it helped the unit with slow survive the counter-attack. It
also made the unit safer for other units to attack. The new slow is more of a
strategic effect, where as the old one was more tactical. I think there is
room to have both types and I think having it disappear when resting could work
for both.
I imagine that units with the new slow will have to be a lot beefier in order
to be able to survive the counter-attack. Either that or it will never be used
on the offensive.
