I suspect that it is just for simplicity of coding.  In any case, I don't think 
healers should be able to end it, but possibly curers could end it analagous to 
poison.  Still, it might be easiest to not have curers end it.  In fact, I am 
not sure why villages should end it.  It seems to me reasonable that the only 
way to end the effect of slow is to not move for one round.
