I think it would be better to have an automated changelog. The best time to capture information about a commit is when the developer is doing it and it is fresh in their mind. I might be worth it before significant releases to have someone skim through the change log and pick out items of interest to people playing the game (and perhaps campaign designers) and put those in release notes. I think players are going to mostly be interested in reading about new features rather than bug fixes and art changes, so the release notes should be much smaller than the change log.
