One of the objections to Northern Rebirth is that the swarm of
identical level 0 peasants in scenario 1 is boring.  Zookeeper is 
working on new level 0 graphics to introduce at least some visual 
differentiation.  And this got me to thinking...maybe we can in fact
do some interesting things with level 0 characters.  

Wherefore, I propose that we modify the Peasant slightly and add two
new level 0 units.  Here's a table.  Changes from the existing
Peasant class are marked with *.

Citizens advance to Spearman or Bowman.

The only really novel bit here is that Peasants would change alignment
when they level up.

Here's the narrative idea: Peasants represent farmers who just want to
be left alone, Hunters represent those drawn to both wild places and
the margins of society, and Citizens represent civilian city dwellers
(the graphic for Citizen should maybe look like a Peasant with a
feathered hat and spear replacing straw hat and pitchfork).

Citizens would be a drop-in replacement for Peasants in scenarios
where cities have level 0 civilian defenders, as in TSG and TROW.

In NR, the player would be allowed to recruit both Peasants and
Hunters.

I could write the WML patch for mainline in 45 minutes.  All that's
missing is art for Citizens and Hunters.
