I noticed that we have two copies of the license file. While I know that there is a reason to have two in the version that is prebuilt (one in the top level directory for people to read and another in data to be accessible to the help system) it seems that we might want to have only one copy in svn, with the other being built by make (or the windows equivalent). I also noticed that the two files are slightly different (some special characters in one have been replaced by different special characters in the other).
