After some discussion about loyalty, it seems it is better to have units
with canrecruit=1 not count toward upkeep and to have all units default
to upkeep of full. (Currently leaders get a default of empty which is
treated like an upkeep of 0.)
The loyal trait won't be shown for leaders. Instead it will be documented
that leaders never get charged for their own upkeep.
This covers some odd cases where leaders may change during scenarios in
a reasonable (i.e. leaders don't have to pay themselves) way without
extra effort on the part of campaign designers.
