I'd like to echo what others have said about the forum and IRC. Speaking on the multiplayer side of things (faction and unit balance and such), usually complaints generally arise on the server and then if people feel passionately enough about them they post about them in the forum. Some of these posts generate a lot of backlash and there is always a lot of debate about changing units. I use the word debate generously - most balance related posts are of no value and tend to be a rather brutal rebuttal of the original posters thoughts by large chunks of the community. However, successful campaigns to point out imbalance in units or factions almost always have a large forum thread with a heated back and forth. I'd point to something like this thread from a while back: http://forums.wesnoth.org/viewtopic.php?f=15&t=26922&hilit=footpad+balance <http://forums.wesnoth.org/viewtopic.php?f=15&t=26922&hilit=footpad+balance>which is not the thread I was looking for, but would be a good example of a user posting ideas, much debate and after a typically messy balance related thread there are some changes made. You can read page 1 and page 5 and that gives a pretty good idea of what is going on. What isn't seen is that the multiplayer developers take note of these threads and then discuss them on IRC. Often there are test games played on the server and conversations in games on the server as well. And sometimes nothing comes of it, but when changes happen that is often the process.
