Its very unfortunate to loose mankind over 240 litres of fuel,much as the boys 
must  have taken the law in to their hands, a better way of handling such 
incidences should have been adopted by the law enforcement officers to avoid 
such skimishes.

Its important government has to consider reducing taxes on commodities as a 
way  to discourage smuggling, no one would wish to evade/avoid taxes if tax on 
goods was relatively low.On the other hand, URA should intensity its outreach 
services such as tax education to the wanainchi.

I hope the perpetrators will be brought to book.

FOUR people were yesterday shot, and two died in the West Nile town of Koboko, 
in an operation by Uganda Revenue Authority (URA), which went wrong. 

The four were shot during a gun fire exchange between the rioters and revenue 
enforcement officers. 

The rioters were protesting against the planned arrest of suspected smugglers 
in the town. They overran and burnt URA’s domestic taxes office, vehicle, and 
eight confiscated motorcycles, which were parked at the Police station as 
enforcement officers took refuge from the rioters. 

Rioters also vandalised URA office, looting 100 motorcycles according to the 
Police. 

An eye witness said the URA enforcement team was screening motorbikes to 
impound those without proper documents. At about mid-day, some people resisted 
arrest prompting chaos that sparked off a riot. In retaliation, people started 
throwing stones at enforcement officers who retaliated with gunfire. URA 
officials claim the rioters started the shooting. 

Four people were shot, Joseph Denaya, died on spot. The other three, Cosmus 
Bata, Ddumba Mambo and Hassan Kyewakasa were rushed to Koboko Health Centre in 
critical condition. However, one of them, who was not identified by press time, 
died in transit to Arua Hospital. 

Koboko district Police chief, Fred Segirinya, said only two people were shot. 
He said the enforcement officers started shooting when they were about to be 
overpowered. “They had to run and seek refuge at the Police station. But the 
rioters still followed them and burnt their vehicle and motorcycles which were 
parked at the Police station.” 

Police had to call in the army from the neighbouring barracks. 

The army stormed the town with three armoured vehicles, dispersing rioters and 
regaining control. Close to 50 soldiers could also be seen patrolling the town 
for the whole evening, said the eye witness. 

URA’s acting publicist, Paul Kyeyune, said in a press release that URA lost a 
vehicle and the office building was set ablaze in the riot. 

“The approach taken by the mob is regrettable because it greatly affects URA’s 
activities in the execution of their mandate,” Kyeyune said. 

He explained that URA resorts to force in their duty of tax collection when all 
other measures have failed. He assured the public that the situation would 
normalise. 

By press time, Segirinya said the situation was normalising.
